No. The United States Government recognises U.S. citizenship first and foremost and as such the applicant would not be a foreign exchange visitor.
No. Applicants for Australian Fulbright Scholarships must be Australian citizens by birth or naturalisation. If you are a permanent resident and have submitted an application for Australian citizenship at the time of submitting your Fulbright application, you will be considered as long as you supply documentary evidence of your citizenship application.

It is a requirement of Australian Fulbright scholarships that applicants be resident in Australia at the time of application and that they be available for an interview in late September/early October (Postgraduate and Postdoctoral Scholarship applicants). You should ask those who will best support your application and who can objectively assess your ability to successfully undertake a program of research or study in the U.S. and your potential to make a contribution to the U.S. and Australia. Where possible your referees should include your academic supervisor/s. You are encouraged to use a mix of referees ie: not all from the same school or faculty.
Yes, candidates who are applying for Postgraduate and Postdoctoral Scholarships must be available to attend an interview. Applicants not able to attend an interview, will not be considered further for a Fulbright scholarship unless there are extenuating circumstances – see note below. To assist applicants with their planning, Interview dates for each state are posted on the Fulbright website at the commencement of the application period.
Note: In extenuating circumstances or where the applicant is located in a remote area, the selection committee may consider interviewing a candidate by teleconference, however should the candidate be recommended to the National Selection Committee, a face-to-face interview would need to be arranged.

If the scholarship categories in which you wish to apply require the applications to be submitted to different Fulbright offices, a complete set of applications should be sent to both offices.
Not necessarily. The competition is national and scholarships are awarded to the best and brightest, regardless of their State of residence. This might mean that no scholarships are awarded to applicants in a particular State in any one year.

Applicants who stopover in a third country on returning from the United States, must return to Australia for two years before being eligible to apply for a permanent residence or work visa in the United States. The two years commences from the date of their return to Australia.
